You can install DirectPlay Offline with the help of DirectX 9.0. How to enable DirectPlay in Windows 10
If this manual method doesn’t work in your windows, we first recommend installing newer version of Windows and proceeded to install DirectPlay manually. Follow below steps.
1. Click on Start from search.
2. Open Control Panel.
3. Click on Programs.
4. Click on ‘Programs and Features’.
5. Click on “Turn Windows features on or off”.

6. Scroll down to click on + Legacy Components.
7. DirectPlay check-box and press OK.
Turn on Internet to update DirectPlay.
If the manual method doesn’t work than, you can download DirectX 9.0 do not worry it is already included with Direct Play. Simply install DirectX 9.0.
